Lawn Care Services

Overview
The Housing Authority of the County of Wake (HACW), located at 100 Shannon Drive, Zebulon, North Carolina, is accepting sealed bids for lawn care and grounds maintenance services.
A pre-bid meeting will not be held. However, contractors are strongly encouraged to visit all sites prior to submitting a bid.
Scope of Work
The contractor shall provide comprehensive lawn care services, including but not limited to:
- Grass cutting (approximately every 14 days)
- Weed eating and trimming
- Edging sidewalks, driveways, and walkways
- Removal of trash and debris prior to mowing (contractor responsibility)
- Sweeping, vacuuming, or blowing streets, walkways, porches, and parking areas
- Application of herbicide (non-restrictive use; no Roundup) as needed
- Shrub trimming and mulch application as directed
Services shall include all Housing Authority-owned grounds, including:
- Grass areas
- Parks
- Parking lots
- Sidewalks
- Drainage areas
Additional cuts may be required depending on property conditions and will be based on a per-cut fee.
Contract Term
- Lawn care season: April 6, 2026 - November 15, 2026
- Typical contract term: Nine (9) months
- Contract extensions may be granted at the discretion of HACW
Pricing Requirements
Bids must be a fixed, firm price and include all costs, such as:
- Labor
- Materials
- Equipment
- Insurance
- Permits
- Taxes
- Any other associated expenses
The contractor is responsible for inspecting all sites and understanding conditions that may affect pricing.
Insurance Requirements
The contractor must maintain a minimum of $1,000,000 in liability insurance throughout the contract period.
Scheduling
The contractor must:
- Submit a monthly work schedule at least five (5) days prior to the start of each month
- Follow a 14-day service cycle
- Notify HACW immediately if weather or other conditions impact scheduling
Safety Requirements
All work must comply with applicable OSHA regulations.
The contractor is responsible for:
- Any property damage
- Any injuries occurring during contract performance
- Any associated fines or penalties
Contractor Responsibilities
- Address deficiencies by the next workday after notification
- Maintain contract standards at all times
Failure to comply may result in:
- HACW performing the work at a rate of $35/hour (deducted from invoice)
- Contract termination after repeated non-compliance
Contract Cancellation
- Either party may terminate the contract with 30 days written notice
- HACW may terminate with 5 days written notice for:
- Failure to perform
- Insufficient staffing or materials
- Abandonment of work
- Insolvency or default
Turf Management Specifications
Mowing
- Maintain grass height between 2.5 to 3 inches
- Service at least every 14 days
- Uneven or missed cuts are unacceptable
Trimming
- Trim all areas not accessible by mowing equipment
- Maintain consistent height (2.5 to 3 inches)
Edging
- Edge all hard surfaces, including sidewalks, curbs, gutters, and dumpster pads
- Maintain a clean, manicured appearance
Blowing/Cleaning
- Remove grass clippings and debris from:
- Porches
- Sidewalks
- Driveways
- Gutters and curbs
Weed Control
- Apply non-restricted herbicide (excluding Roundup)
- Limit application to:
- Sidewalk cracks
- Curbs
- Around buildings (maximum width: 2 inches)
Note: A valid North Carolina Pesticide License is required within 30 days of contract award.
Bid Award
The contract will be awarded to the most responsive and responsible bidder in the best interest of HACW.
HACW reserves the right to:
- Award to one or multiple contractors
- Conduct property tours upon request
