Position Summary
Responsible for developing and delivering a broad range of counseling and referral services for low-income participants in the Family Self-Sufficiency (FSS) Program to help them move toward self-sufficiency and achieve their program goals, thereby reducing their need for subsidized programs and services. The duties listed below illustrate the various types of work that may be performed. The omission of specific statements regarding duties does not exclude them from the position if the work is similar, related, or a logical assignment in association with this position.

Responsibilities
Undertakes and performs the following and other work-related duties as assigned.

  1. Responds courteously to calls, written requests, and e-mails from participants, service providers, and other authorized agencies and representatives to answer questions, and provide information and assistance as appropriate.
  2. Works with Agency staff to recruit participants and networks with public and private community agencies to provide resources for the FSS program.
  3. Conducts needs assessment to determine if the family needs further assistance (e.g., parenting classes, housekeeping techniques, budgeting classes, child care, adult education, vocational training, mental and physical health care, substance abuse testing and treatment, and family advocacy, etc.) to help keep the family together and to promote family self-sufficiency.
  4. Coordinates with and makes appropriate referrals to other social service agencies on behalf of tenant(s).
  5. Works with Agency staff and public and private community agencies to recruit participants for the FSS program.
  6. Organizes agenda, creates informational brochures/flyers, and conducts meetings to inform interested and/or selected participants about FSS program goals and objectives.
  7. Conducts in-depth interviews/discussions with FSS participants to determine eligibility of applicants and/or assesses and identifies service needs of program participants and any impediments to progress regarding job training, education, or skills enhancement.
  8. Maintains contact with community agencies for the provision of services for clients and assists program participants in accessing appropriate public or private community agencies to obtain specialized types of assistance.
  9. Provides, or provides for, participant counseling in life skills areas including parenting, employment, education, financial management, public assistance, nutrition, etc.;
  10. Establishes and maintains effective relationships with participating families to assist them in achieving program and family goals; counsels and advises FSS participants concerning the individual's action plan and resources etc.
  11. Assists FSS participants in preparing applications and forms for school grants, scholarships, etc. Works with educational/training entities to coordinate and refine FSS admission requirements and procedures for monitoring FSS participants.
  12. Locates testing facilities to help FSS participants in choosing a career field and in job placement.
  13. Establishes and calculates FSS escrow accounts for those have earned income. Monitors, approves, denies, and/or processes interim and final FSS escrow payouts.
  14. Performs annual assessments of FSS by monitoring participant progress towards meeting of goals.
  15. Prepares, submits, and files weekly, monthly, and annual reports on program activities, accomplishments, and operational indicators in a timely and accurate manner.
  16. Completes assessment and intake for participants; identifies/contacts appropriate social service providers, and completes scheduled and/or required updates on participants to determine level of support services needed, evaluates overall performance, and takes corrective action when needed.
  17. Assists in coordination and planning of special events (e.g., job fairs, resource fairs, etc.), to promote awareness and understanding of program and Agency goals. Facilitates communications with the public and seeks opportunities to enhance the image and visibility of department programs through public forums and media.
  18. Collects information and prepares reports regarding program participant demographic data that can be used in applying for grants or developing procedures and policies that better meet the needs of those served. Identifies, defines, and acquires/develops funding sources in both the private and public sectors to support existing and planned program activities. Prepares proposals and applications for funding/grants for resident services programs, and submits in a timely manner.
  19. Ensures privacy and maintains security of confidential materials pertaining to activities and participants.
  20. Accountable for consistent adherence to strong Agency standards regarding the ethical, responsible, and appropriate use, care, and safeguarding of Agency materials, supplies, resources, and other assets.

Education and Experience
Bachelor's Degree preferably in with a minimum of three (3) years' work experience when combined result in the ability to fulfill the essential job duties of the position.

Knowledge and Skills

  1. Thorough knowledge of pertinent HUD regulations on the FSS and other resident self-sufficiency programs, and thorough knowledge of Agency policies and procedures.
  2. Thorough knowledge of accepted consultation and interviewing techniques.
  3. Ability to read and understand federal regulations as they apply to the FSS and other resident self-sufficiency Programs.
  4. Ability to identify potential problems and abuses that may be unfair to low-income residents and negotiate with lenders on client's behalf to resolve issues.
  5. Desire to acquire knowledge of community agencies, facilities, and services which can be utilized to aid program participants.
  6. Ability to make routine decisions in accordance with established administrative rules, regulations and policies, to explain the re-examination process to tenants in an objective and impartial manner.
  7. Knowledge of mathematics sufficient to perform calculation required for rent adjustments.
  8. Ability to address the public and present information in a clear, concise, and convincing manner.
  9. Skilled in communicating with all types of people in a wide variety of situations.
  10. Ability to motivate others by dealing effectively with situations that require tact and diplomacy, yet firmness.
  11. Ability to establish and maintain effective and courteous working relationships with other employees, tenants, and community agencies and other entities that provide services and secure the cooperation of others.
  12. Skilled in operating computer equipment, applicable software packages, and general office machines.
  13. Ability to deal effectively with sensitive and confidential information.
  14. Ability to prepare clear and concise narrative and statistical reports.
  15. Ability to communicate clearly and concisely, both orally and in writing. Ability to communicate on the level of the listener, recognizing when information has been misunderstood, and the ability to rectify any misunderstanding as needed when explaining Agency policies and procedures.

Supervision Controls
The employee receives instructions from the Director of Housing. Courses of action, deadlines, and priorities are established by procedure, the supervisor, or the employee, depending on the assignment. Routine duties are initiated and completed by the employee without supervisory direction. Instructions to the employee may be general or specific in nature. Problems or situations not covered by instructions are usually referred to the supervisor for resolution. The employee's work is closely reviewed on a regular basis for accuracy, completion, and compliance with policies and procedures and the attainment of objectives. The employee has no supervisory responsibilities, but may request assistance of other Agency employees to ensure timely processing/updates/inspections of client information to obtain a more complete overview of client circumstances.
